Many PCNs offer a 50% early-payment reduction. Check the PCN and issuing authority policy for the deadline and whether the reduced amount will be re-offered after a rejected challenge.
Use the deadline on each notice. A PCN normally explains the early challenge or payment period; a Notice to Owner gives the deadline for formal representations; and a Notice of Rejection explains the deadline and route for an independent tribunal appeal.
Some authorities re-offer the reduced amount after rejecting a challenge made during the discount period, but this is not a universal promise. Read the PCN and current issuer policy before deciding whether to pay or challenge.
After an informal challenge is rejected, the council explains the available payment or next-stage options. If the penalty remains unpaid, the registered keeper may receive a Notice to Owner and can make a formal representation by its deadline. A rejected formal representation includes information about appealing to the independent tribunal.
