So when the news broke that the UK has now crossed the threshold of 1,000 rapid EV charging hubs in operation, the response from drivers was understandably mixed. A milestone, yes — but one that raises as many questions as it answers. Are we genuinely making progress, or are we celebrating numbers while the reality on the ground remains frustratingly patchy?
Let's dig into what this figure actually means, why the infrastructure picture is more complicated than a single headline suggests, and what it means practically for anyone driving — or considering driving — an electric vehicle in Britain today.
What's Actually Been Announced?
According to reporting by Auto Express, the UK now has approximately 972 rapid charging hubs open for general public use, with an additional 65 Tesla-only Supercharger hubs bringing the total to around 1,037. These aren't individual charge points — they're hubs, meaning locations that contain multiple rapid or ultra-rapid chargers in a single place.
This is a meaningful distinction. A single hub with six or eight charge points is far more useful than six isolated single-charger locations scattered across a county. The hub model reduces the anxiety of turning up to find the only charger occupied or broken, and it mirrors the logic of petrol stations, where multiple pumps serve multiple vehicles simultaneously.
The growth has been driven by a combination of private investment, government grant funding, and the gradual maturation of the EV charging market. Operators such as Gridserve, BP Pulse, Pod Point, and Osprey have been expanding their networks, while motorway service areas have been under increasing pressure — and regulation — to improve provision.
Why This Matters More Than You Might Think
The UK's relationship with EV infrastructure has been a persistent source of anxiety, and not just for drivers. The government has set a target to end the sale of new petrol and diesel cars by 2035, a deadline that was confirmed after some political back-and-forth. For that target to be credible, the charging infrastructure needs to scale dramatically — and quickly.
To put the 1,000-hub figure in context, there are currently around 8,300 petrol stations in the UK. The Public Charge Point Regulations 2023 were a landmark moment. Coming into force in November 2023, these regulations introduced legally binding requirements for public charge point operators with 50 or more devices. Key provisions include:
- A 99% uptime requirement — operators must ensure their chargers are working at least 99% of the time, averaged across their network
- 24/7 telephone helplines for drivers experiencing problems
- Contactless payment as standard on all new rapid chargers (those delivering 8kW or above), ending the frustrating era of app-only or RFID-card-only chargers
- Clear, transparent pricing displayed before charging begins, so drivers aren't hit with unexpected costs
These regulations, introduced under powers in the Energy Act 2023, are enforced by Ofgem, the energy regulator. Operators who fail to meet the uptime requirement or other standards can face enforcement action, though the regime is still relatively new and its teeth are yet to be fully tested.
The contactless payment requirement is particularly significant. For years, a patchwork of incompatible apps and membership cards created what critics called a "walled garden" charging experience — you needed to be a member of the right network to use a particular charger. The 2023 regulations began to dismantle this, though full compliance across all operators has been gradual.
For motorway service areas specifically, Ofgem's Electric Vehicle Infrastructure Strategy has set minimum requirements for the number of charge points per site, and the Competition and Markets Authority (CMA) conducted a major review of the EV charging market in 2021, flagging concerns about market concentration and the risk of monopolistic behaviour in high-footfall locations.
What Drivers Should Actually Know
Whether you're already driving an EV or thinking about making the switch, here's what the current landscape means in practical terms:
Check before you travel. Apps like Zap-Map, Plugshare, and individual network apps allow you to see live availability and reported faults before you set off. Don't rely on your car's built-in navigation alone — it may not show real-time status.
Know your rights on contactless payment. If a rapid charger (8kW or above) doesn't offer contactless payment, and the operator has more than 50 devices in their network, they may be in breach of the 2023 regulations. You can report this to Ofgem via their website.
Keep a record of failures. If you arrive at a hub and find multiple chargers out of service, take photos with a timestamp. If the 99% uptime requirement is being systematically breached by a particular operator, complaints to Ofgem — especially if backed by evidence — carry more weight.
Don't assume hub size equals reliability. A large hub at a motorway service area might have impressive capacity on paper, but check recent reviews and real-time status before committing to it as your charging stop on a long journey.
Understand pricing before you plug in. Under the 2023 regulations, pricing must be displayed clearly before you begin charging. If you're being asked to commit to a session without knowing the cost per kWh, that's a red flag — and potentially non-compliant.
Plan for rural journeys differently. If you're travelling through areas with sparse coverage, build in more conservative charging stops and carry a Type 2 cable that allows you to use slower AC chargers as a backup. Slower is better than stranded.
Looking Ahead: Progress, But the Hard Work Starts Now
Reaching 1,000 hubs is a genuine milestone, and it would be churlish not to acknowledge that. The trajectory is positive — the UK's rapid charging network has grown substantially over the past three years, and the regulatory framework introduced in 2023 has begun to address some of the most glaring consumer frustrations.
But the real test is what comes next. The National EV Infrastructure (NEVI) strategy and associated government funding commitments are designed to accelerate rollout, particularly in underserved areas. Local authorities are being encouraged — and in some cases funded — to install charging infrastructure in residential streets and car parks, addressing the needs of the millions of drivers who can't charge at home.
The 2035 petrol and diesel sales ban means the number of EVs on UK roads will increase dramatically over the next decade. The 1,000-hub milestone needs to become 5,000, then 10,000, with reliability and geographic spread improving in parallel. The charging network can't simply grow — it needs to grow smartly, in the right places, with the right capacity, and with operators held firmly to their legal obligations.
For drivers, the message is cautiously optimistic but clear-eyed: the infrastructure is improving, the legal protections are strengthening, and the direction of travel is right. But the gap between the headline numbers and the lived experience of charging on the road remains real — and it's worth knowing your rights, planning carefully, and holding operators to account when they fall short.
The milestone is worth celebrating. The work is far from done.
